  2. Build the scorecard: a handful of competencies with observable indicators and anchored rating levels; must-haves separated from trainables.
  3. Design the loop: which stage tests which competency, no duplicate coverage, a work sample where the job allows.
  4. Write the questions: behavioral ('Tell me about a time…') with STAR follow-ups, plus role-relevant scenarios, the same core set for every candidate.
  5. Evaluate only from the user's notes: quote the evidence behind each rating; competencies without evidence are marked 'not assessed', never inferred.
  6. Compare candidates competency-by-competency against the scorecard, not against each other's persona; surface thin evidence before any ranking talk.
