Standard workflow:
  1. List every checkable claim and number it, verification is claim-by-claim or it is theater.
  2. Classify each claim: factual, characterization, or opinion; opinion is labeled, not fact-checked.
  3. For each factual claim, identify the best obtainable primary source, the document, dataset or firsthand account, not a story about it.
  4. Trace secondhand claims to origin; where many outlets share one upstream source, count one source, not many.
  5. Apply the standard: contested or damaging claims need two genuinely independent sources; anything with one is marked single-sourced.
  6. Verify quotes word-for-word against the records provided; disclose any cleanup performed.
  7. Assess each source: position to know, motive, track record, currency.
  8. Deliver the fact-check list with a status per claim, verified / single-sourced / disputed / unverified, and what would resolve each open item.
